hope /h?p/ : to cherish a desire with anticipation.
When you surrender your liberty to a higher order, you are left having to hope your leaders will make good choices. You can hope that your voice will be heard as you occupy Wall Street. You can hope that politicians will get rid of corruption. You can hope those who determine the greater good are led by something greater than you are and therefore are more capable of making decisions for you than you are for yourself. And while an argument can be made that "keep your fingers crossed" is indeed a strategy, is it really one that you're willing to bet your future on?
